WHY BELLVIEW NEEDS TO BE REBUILT
Dulles, Olsen, Weeks Architects
(DOWA) recommended replacing
this school in their report. They cited safety, security &
supervision as
major issues along with the age of the facility, access and size of
core
facilities and code and accessibility issues.
DOWA identified $6.3 million in
needed repairs. This is more than half of the cost of a new school and
does
not include: (A school would cost $11.7 million without inflation)
Asbestos or lead abatement.
Any structure repairs that may be
required or discovered from the water damage.
Addressing the significant
ADA/Handicapped
issues.
Any
improvements to the education environment.
Bellview’s school buildings
are beyond
their expected useful lives and are deteriorating:
Basement cafeteria &
classrooms have experienced flooding as recent as this year,
causing floor
damage.
Below grade water intrusion in the
library area has caused the floor supports to fail.
There is water intrusion below grade
at 30% of the school's foundations. Consultants recommended a 10'
excavation at
these locations. Water damage to the foundations cannot
be determined
until this is done.
Roof
is at the end of its useful life cycle.
Windows
need replacement, are rotting, and lack energy efficiency.
There are potential exposure
risks for children & staff to lead paint,
asbestos and lighting
PCP's.
Original 1950's heating system is
past its useful life, lacks energy efficiency, contains
asbestos, and
includes cast iron radiation equipment in the classrooms.
There are ventilation issues in
classrooms, cafeteria & restrooms.
Galvanized water pipe system is
deteriorating, rusting. Water is discolored & quality
requires
filtration.
1950's electrical infrastructure is
past its useful life, difficult to repair, code
deficient and too
small for current technological & teaching needs.
Carpets
& vinyl tile need replacing throughout. (Contains asbestos)
Bellview’s
School Buildings
have deficiencies:
School entry points prohibit visitor
supervision.
Bus and parent drop offs intersect
unsafely, causing children to cross bus & car paths.
There are code deficiencies in the
fire sprinklers, door exit hardware,
emergency lighting, and smoke
detectors.
1950's lighting systems
are energy code deficient, contain PCP's and do not enhance
learning
environments.
Stairway risers are too steep for
young children.
There are no handicap accessible (
ADA) entries, parking,
restrooms, and hallways. The building needs an
ADA accessible elevator between floors to
access core facilities.
Core Facilities need
extensive
upgrades. (library, gym, cafeteria, kitchen &
offices)
There is no natural light in 1967
teaching quad addition classrooms.
No air conditioning.
Travel paths and circulation
between building additions and original
building are poor. No
protection in bad weather.
There are acoustic issues in gym
& music room.
Buildings
need seismic upgrades. Main entrance/exit can not be used in
a seismic
event.
A new school would have an
educational environment to support the AQEM & be an
energy efficient
Green
School.
Replacing Bellview with a new school
continues the district wide replacement cycle started with 1996 bond.
New
buildings reduce future repair costs so more ASD General Fund dollars
can go
directly to educational programming.
